Lieutenant Governor (LG) VK Saxena has rejected a proposal by Guru Gobind Singh Indraprastha University (GGSIPU) to impose affiliation fees on its affiliated government institutes, LG secretariat officials said on Saturday, adding that the decision was taken to protect interests. of students as the affiliation fee will eventually be added to the total fee paid by them.

Officials explained that colleges or government institutions do not currently pay affiliation fee and if the GGSIPU proposal is approved, it would result in an additional burden being passed on the students.

“The amendment to Clause 5 of Statute 24 of the University, if implemented, would have required GGSIPU affiliated colleges and government institutions to pay affiliation fees from the 2025-26 academic sessions. This would have inevitably led to an increased financial burden on these institutions, ultimately leading to higher tuition fees for students. Expressing serious concern over the potential implications of this decision, LG Saxena pointed out that such a move could disproportionately affect students from underprivileged backgrounds who often rely on government institutions for affordable higher education.” said an official from the LG secretariat.

Meanwhile, the LG also suggested that the GGSIPU is exploring alternative methods to generate revenue to augment its budget.

As per Statute 24, Clause 5, affiliation fee is levied from all self-financing institutions, while no processing fee or affiliation fee is levied from colleges or institutions established or wholly funded by the Central or State Government.

The LG pointed out that government institutes already bear significant financial responsibilities, including application fees for provisional affiliation and continued affiliation, officials said. These fees vary depending on the course and location of the institute.
