Tennessee pharmacist charged with health care fraud, identity theft

Philip Hall, a 48-year-old pharmacist from Jamestown, Tennessee, was also arrested CHARGED with six counts of aggravated identity theft and nine counts of health care fraud.

Mr. Hall owned and operated Hall Family Pharmacy, which had locations in Clarkrange and Jamestown, Tenn.

From 2018 until around May 2024, Mr. Hall allegedly submitted false claims to Medicare, TriCare, Medicaid and Blue Cross Blue Shield for prescription drugs that were not ordered by a physician or healthcare provider, were not actually dispensed, or were not medically necessary, according to a December 23 press release from the Department of Justice.

Both Hall Family Pharmacy locations would be out of inventory to dispense the medication in many cases. Hall allegedly submitted a total of more than $6 million in false TriCare, Medicare and Medicaid claims. He also allegedly used the identification of other people, in many cases without their approval, to secure reimbursement for claims submitted to a health care benefits program, the release said.

Mr. Hall faces up to 10 years in federal prison on each count of health care fraud, along with two years for aggravated identity theft, if convicted. The US is also seeking a money judgment of $6.52 million representing Mr. Hall’s earnings from the fraud scheme.
